[Chaos-l] AstroEvents page made official

Hi all.  I've had some positive feedback regarding the astro-events
page, so i've made it official.  There's a not-terribly obvious link to
it on the home page, and its direct link is
http://www.rtpnet.org/chaos/astroEvents.html.

Suggestions or comments are still welcome, and especially lists of
events to add.
