[Chaos-l] Web page confusion corrected.

Hi all.  A typo on my part caused some confusion on the CHAOS web page.
Under certain circumstances, you would get the RA index.html instead of
the CHAOS index.htm. I have corrected the typo, and now you should get
the index.htm at all appropriate times.

My apologies for my goof.
