[Chaos-l] Light pollution reduction opportunity: New lighting in Raleigh

Hi all. Listening to NPR this morning, I heard an interesting article.
They were discussing how Cree is developing LED lighting for municipal
use , and that Raleigh is testing it
(http://www.cree.com/press/press_detail.asp?i=1171295242023). The LEDs
seem to be about 40% more efficient than conventional lighting.
Presumably there'll be a lot of new lights going in, not just in
Raleigh, but throughout the nation, as replacing older lights with the
new ones will pay for itself Very Quickly.
Wouldn't it be wonderful if all of the new lights were full-cutoff?
It should be possible to get lighting ordinances in place which specify
all new and replacement lighting must be full-cutoff, while
grandfathering the old lighting. We won't need to go after the old
stuff, because there'll be market incentives to replace them. All we
have to do is make sure new lighting is good lighting.
Does anyone else see this kind of potential? Does anybody have any
ideas about how we should go about it?
