That is good news, but I guess that still means that we can't just show
up there for spontaneous observing sessions, can we?  And do you have to
have the permit with you when you're there--meaning that you have to be
with whoever is holding it?

requesting the special use with a full explanation on how the site will
be used, the number of individuals in the group and what area of the
site you are requesting.  I'll also need the specific dates that you
intend on using the site.  Please send the letter to my attention at the
address below.
