You're right Vaughn,
The brighter the light, the greater the glare and the less
one can see into the shows where any one wanting to commit a crime
can hide. Brighter is not necessarily better and can be very expensive and a budget buster.
I believe that studies have shown that there isn't any difference between
lighting and a reduction in crime.
Here is the IDA website.

They have a few articles about lighting.

Subject: [Chaos-l] Chapel Hill town hall meeting tonight re: lights
I'm not sure if my previous message went through or
not.
There's a meeting tonight at 7 (terrible timing, I
know) regarding an idea to put up yet more lights in
Chapel Hill near campus.
I want to go and argue that lights don't make us any
safer from crime overall. Does anybody else want to
go? It will probably go on after the chaos meeting is
over.
Does anybody have any facts to arm me with?
Was the Eve Carson site lit or not? I suspect that it
was, but I want to be sure before I make assertions
before a crowd of people.
My main point will be that lights only make us less
afraid rather than safer. And in some cases (like
when the assailant has a gun) lights can actually make
the situation more dangerous.
