I doubt that there will be a noticable difference in our night sky for that hour, but it's possible.  Is anybody planning to do some observing at that time?  It should be just getting dark at 8:30. 

I don't think that astronomical observing conditions were a motivating factor in the planning of this thing, but beggars can't be choosy.
