While it is certainly true that adding lights doesn't intrinsically
improve the safety of an area, my point is that we're dealing with
pre-existing glare-bomb lights.  Replacing them with full-cutoff lights
_does_ improve the safety of an area, for reasons involving reduced
distraction for drivers, increased visibility for pedestrians, etc.

Removing the lights entirely might do the same, but we're dealing with
the art of the possible.  I believe strongly that you'll get a much
better response to "improving the light will improve safety" than you
will to "removing the light won't affect safety".

Does that make sense to you?

2 things together.

I still haven't made this assertion in any public forum yet, but maybe
someday I'll finally do it.
