[Chaos-l] India's space program has another setback.

This was the 7th attempted launch of India's largest rocket and the 3rd
failure.  This rocket is intended for launch of geosynchronous satellites
and is based around Russian built engines while the Indian Space Research
Organisation develops its own engine program.
