Topic this time is NPP, the next generation weather stallite and a
joint mission with NOAA, NASA and the DOD.  Has a rather sordid
budgetary history as this was supposed to get NOAA and the DOD playing
nice together on weather forecasting for the long haul but that didn't
work out so well.  It's still a valuable mission though as it will
provide much needed renewal of weather forecasting instrumentation for
the here and now as well as climate monitoring instruments for
continued climate change studies over time.
