[Eenc-board] Edits to EENC Bd Mtg Minutes 012806

Abbie,  I agree that it is good to keep minutes as brief as possible, but they should be complete enough so that a person who did not attend the meeting can understand the action that was taken.  In some cases, I could not understand what was being said in the minutes, and I was there!  I've indicated those spots with Question marks in the attached edits.  The minutes can remain brief if the Board Member reports are attached to help explain some of the actions.  Perhaps you could attach that document provided by Laura as a handout.  And all referenced reports should be attached to the official copy of the minutes, as I'm sure you know.

According to Robert's Rules of Order, motions and vote results should be stated, and the person making the motion should be indicated in the minutes.  One of the reasons for this is that if the Board wants to change a decision later, the one making the motion is the one who must withdraw it.  We might have that situation arise with the decision made in November about changing the Membership year.  (or we might just make a new decision, which is also o.k.)

I've made a bunch of edits from my point of view.  Others may think my edits are too detailed.  As secretary, the final decision is yours.  

Thanks for taking on this Secretary role.  It is a tedious one, and probably is underappreciated.  I've been a Secretary for several organizations, so I really appreciate your work.  I also appreciate your prompt completion of the minutes and sending them to us.
