[Eenc-board] conference registration

I think the end of the month is fine.  Once it is up and ready, you can send 
a note to the EE Listserve, and probably no one but us will notice the 
different date.

Think we should worry about the big stuff, and understand that these kind of 
delays are normal!  :)
