One important issue is credit for peer review in an archival journal.
Typically, an archival journal is one with a professional society's
blessing. If we have negotiated such blessing, which professional
society is sponsoring this journal? If not, is there a proposal to do
so? If the negotiation is with a commercial publisher, such as
Elsevier, have we considered the intellectual property rights?
As a general policy, I'm not much in favor of publishing in the grey
literature anymore on data management issues. There are lots of
avenues for publishing papers on such issues that already have
rapid peer review and are put into an archive - ACM and IEEE both
have such venues.
