[Esip-ejournal] some quick thoughts

Hi all:

I have contacted Bill Emery, I will let you know his views.

On the scope, here are some quick thoughts:

. We need to decide on a name  

. We need a short description of the e-journal in terms of goals

. in terms of implementation of the goals we should have a separate
  document where we describe the journal:
	- editorial board
	- venue (I presume the ESIP Fed?)
	- how often? (I would say, initially not more than twice a year)
	- types of articles we will be accepting for review
	- instruction to authors
	- address to send articles (e-address)
	- the first general invitation for submission of papers
