[Greenway-board] Conflict of Interest Policy for State Grants

Hi TGC Team, and particularly Bill and Larkin,

Darrell McBane just sent me this draft conflict of interest policy. I've 
filled in TGC at the appropriate places. We need to get this signed and 
notorized so we can send in the Adopt-a-Trail Grant contract ASAP.

I think this generic form or policy will work in place of our already 
completed policy, which as I recall is more detailed. Since it is tough 
to find, I suggest that we send this in. This is the state of NC's form, 
so they are happy with it. I think we can be happy with it too. It 
details the procedures and policy that we follow.

If you have any corrections or additions to this, or you feel 
uncomfortable with this, please let me know ASAP. I'd like to get this 
notorized ASAP so we can get this going.

Larkin, Bill, please let me know if you have any particular objections 
to this.
