[Hpsd-rennet] Thinking of making an offer

I am thinking of making an offer on a 1920's two-story home in downtown Durham.  The house is in need of a new roof and possibly a ceiling as well.  Is there some place I find information to see if there are any programs out there to assist?  Or would I be on my own?  Thanks
