NIH is building a new hospital for clinical research, the Mark O. 
Hatfield Clinical Research Center. 
This hospital will have fully electronic records for patient records and 
for clinical trials. The project
is the National Electronic Clinical Trials and Research System

This is a pilot for doing completely electronic patient records
