I did not attend this event. The IEEE Section Chair, Mary Ellen Randall,
was a member of the panel. I saw her at a meeting later that day, and
she was kind enough to give me a verbal summary.

Summary:
Communication skills and project management skills are important.
Other things can be outsourced and located anywhere, but there must
be some people with those skills at the company office, instead of at a
contract company overseas. Becoming a consultant/entrepreneur is also
a path to permanently earning an income. Mary Ellen said it was a lively
panel/audience discussion.

STC-Carolina is having a meeting on March 18th on a similar topic,
"Exporting Technical Writing Jobs". In my opinion, the issues are similar
when exporting technical writer, EE design, software development, and QA.
