Find here the latest draft NHIN Functional Requirements in  preparation 
for next week's ONC/NIST/NIH NHIN Forum in Bethesda.   Note the 
identified "edge" functions.

To incite listserver discussion leading up to next week's Forum:

•  Premise 1:  The network (NHIN/RHIO) interoperates with the EHRS  (or 
other application) at the point of record (or message)  interchange.  A 
functional binding occurs at this "edge".
•  Corollary to 1:  In the role of transmitter or receiver, each EHRS 
"interoperability" function (as described by the HL7 EHRS Functional 
Model) will have a complementary network "interoperability" function.

•  Premise 2:  The network (NHIN/RHIO) interoperates by interchanging  a 
legally formed EHR (and its component records) without loss of  fidelity 
from the originating EHRS/application to each receiving EHRS/ 
application - from transmitting "edge" to receiving "edge".
•  Corollary to 2:  Each EHR "interoperability" characteristic (as 
described by the HL7 EHR Interoperability Model) will have a 
complementary and enabling network "interoperability" function.
