The outlook for job seekers in Raleigh is improving, according to a new survey by Manpower.

In the IT sector, what you know appears to be as important as whether
you went to school, according to a new study of IT workers' salaries.
It found that IT workers without formal certification saw pay
increases of 2.8 percent during the first quarter of 2005, compared
to 0.6 percent for certified workers. The salary study, which tracks
salaries for 48,000 IT workers across 170 skill categories, also
found that for the year ending 1 April, workers without IT degrees or
certifications saw pay increases of 3.6 percent, while those holding
certificates got raises averaging only 2.9 percent. "This could be
the beginning of a new trend," said David Foote, head of Foote
Partners LLC, the research firm that conducted the study, to
ComputerWorld. "Industry experience is now becoming as important as
