Here is some interesting news for organizations that have
computer recycling programs.  It helps confront a long-standing
problem of how to deal with MS licensing issues.  I looked into
the feasibility of CTCs with computer recycling programs joining
this program:

They have to have been in operation over one year, distribute
over 100 computers per year to nonprofits, schools, and
technology access programs - like computer take home programs for
their students. They also have to be a 501(c)(3) NPO or be
sponsored by one.

The tricky part of the program is that public school based CTCs
can also qualify but have to supply at least 100 computers per
year to nonprofits and technology access programs (take home
programs for individuals). Computers they supply back in to the
school infrastructure don't qualify for the program.

Finally, they need to track the computer recipients getting MAR
equipped computers and supply us with that data.

The MAR Donation Program provides Windows 98 and Windows 2000
operating systems to U.S.-based nonprofit computer refurbishers
at a handling fee of $5 per license. Microsoft is donating the OS
and the San Francisco-based nonprofit CompuMentor
<http://www.compumentor.org> is administering the program.

The intent of the program is to increase the number of
refurbished PCs distributed to nonprofit organizations, K-12
schools, and technology access programs.

The MAR Donation Program is not for commercial recyclers,
individuals, schools or nonprofits that receive occasional
computer donations. The application process takes approximately
five weeks. Refurbishers can then get Windows software on an
ongoing basis after that. Details on how the program works can be
