I talked with Joanna Wright <jwright@e-nc.org> about the Helpdesk proposal
RTPnet submitted to the Rural Internet Access Authority October 15, 2002.
What follows is a summary of feedback on the proposal.

Summary of phone conversation:

Good proposal.
Asked for too much money.
The funding was for plans coming from the counties.
Joanna pointed out, in the e-Communities
Implementation RFP under 'Purpose of Grants' is the statement:
        "We expect that many implementation proposals will be directly
related to the projects outlined in the e-communities plans.
Nevertheless, with the understanding that these plans are constantly
evolving, the RIAA will consider proposals for projects that are not
specifically detailed in the e-community plans.  In all cases, the RIAA
expects that all funded projects will encompass the e-communities vision
of bringing communities together at a grass-roots level to implement
action."

For all proposals, personnel was generally axed because it's hard to sustain.
Our sustainability was not credible.
The groups that need us can't afford us.
County governments don't have money.

Know need exists. Might start in the middle of the state and spread out.

There's $2 million left. There will be an incentives meeting Jan 16 and
a Commission meeting Jan 23. It is likely that they will talk about what
to do with the remaining $2 million.

Need buy-in from counties.
Need the e-champions to promote it and the counties to say they want it.
