hi Judy,

actually we'd already planned to put the materials from Judy and Don on the
website, annotated as well as we can with proceeds of discussion. I like
your idea of more formal reporters however and will start recruiting asap.

I hadn't yet mentioned plans for web reports because I hope all who can
attend will find a way to do so.  as you know well, most gain more from
direct interaction and the opportunity to ask their own specific questions.

Technology Opportunities Program (TOP) Grant Workshop

A Technology Opportunities Program (TOP) grant applicants information
workshop will be held THURSDAY, MARCH 27, 2003 in Austin, Texas from
12:30pm - 4:30pm CST.  NTIA/TOP program directors will be available at the
interactive workshop to provide information and to answer questions
regarding the Fiscal Year 2003 TOP grant application process and
evaluation criteria.

This is currently the only "technical assistance" workshop scheduled in
the nation for this year's TOP grant round. Sponsored by the TeleCommunity
Resource Center (TCRC), the free event is also hosted by the Association
for Community Networking (AFCN) and UT-Austin Telecommunications &
Information Policy Institute (TIPI).  Due to limited seating online

TOP GRANTS FOR FY2003
The Technology Opportunities Program (TOP) is a highly competitive
grant program designed to demonstrate practical applications of new
telecommunications and information technologies to serve the public
interest.

TOP has approximately $12.4 million available for Fiscal Year 2003 grants.
While the application deadline for has not yet been set, the National
Telecommunications and Information Administration (NTIA) will soon release
a Notice of Availability of Funds in the Federal Register. This notice
will describe rules and deadlines for applying for a 2003 TOP grant.

In previous years, TOP has allowed nearly two months between the
announcement of the deadline for applications and the deadline itself.
However, because of this year's delay in appropriation, applicants to TOP
will have a more limited period of time to prepare applications.
Due to federal appropriations delays time will be shorter for this year's
Grant applicants.  We believe the deadline for submission of completed
applications will be in late April.

Since 1994, TOP has awarded 555 grants, in all 50 states, Puerto Rico,
the District of Columbia, and the U.S. Virgin Islands, totaling $204.9
million and leveraging $282 million in local matching funds.
