I found this paragraph in a message from Gene:
TOP has approximately $12.4 million available for Fiscal Year 2003
grants. While the application deadline for has not yet been set, the
National Telecommunications and Information Administration (NTIA) will
soon release a Notice of Availability of Funds in the Federal Register.
This notice will describe rules and deadlines for applying for a 2003
TOP grant.
