[rtpnet-tact] Trying out a new Mailman option on this list

There have been quite a few replies to the rtpnet-tact list that were
really intended to go only to the sender of the message.  So I'm trying
out a new Mailman option that I think will help reduce the clutter.

I just set everyone's moderation bit "On." Except mine. That means if
anyone else sends a message to the list, I'll get a chance to approve it
before it is posted, but I don't have to go through the extra step for my
posts. The moderated or not moderated option is now available for
_each member_ of a list. It used to be for the entire list.
