Ben,

I have no specific source, but in your position I think I would scan the 
service area for 2-3 companies of significant size (including, e.g., 
electric coops, agricultural processors, etc.) to see if a pitch might not 
be made to them to join in funding your project, which I judge to be 
probably less than $4K in size, exclusive of operating costs.

Just a thought.
