BSA Troop 200 Policy for Troop Board of Review for Ranks (Approved 20050103) (Updated 20050331) To: All members of BSA Troop 200 From: Herb Elting / Troop Committee Re: Establish timelines for eligibility for Troop Board of Review (TBOR) for ranks As of 20050401 the following referenced Troop positions are: Chartered Organization Representative: Stephen Merritt Troop Committee Chair: Tom Allen Assistant Committee Chair: TBD TBOR Chairman: Gantt Edmiston Scoutmaster: Tommy Grubbs Troop Advancement Chair: Bill Linak Assistant Advancement Chair: Gantt Edmiston Troop Communications Chair: Gantt Edmiston Purpose: The purpose of this policy is to formally establish and recognize the rules, requirements and procedures for the monthly Troop Boards of Review (TBOR) for rank. The Troop Committee is responsible for facilitating the monthly Boards of Review for the ranks of Star, Life, Eagle and Eagle palms. Boards of Review for Scout, Tenderfoot, Second Class and First Class rank are handled as part of the First Year program and do not apply in this policy. Frequency: The Committee will hold one monthly TBOR, currently this will be on the Tuesday immediately following the last Troop committee meeting, of each calendar month, as required by advancement needs of the youth in the Troop. The actual dates of TBOR will be posted online, on the Troop web calendar. The online calendar dates for TBOR will have precedence, including any cancellations or postponements. The Troop Committee Chair or TBOR Chair may offer extra TBOR opportunities, but this is at the sole discretion of the Troop Committee Chair. Makeup of TBOR group: The TBOR review teams will be coordinated by the Troop TBOR Chair, appointed by the Troop Committee Chair. Per BSA policy, only registered Troop Committee members will be allowed to sit in review of a youth ready for rank advancement. A minimum of 3 Troop committee members and a maximum of 6, are required for TBOR. No Troop Committee member may sit on the TBOR of their own legal son or guardian. TBOR Decisions: The board must reach a unanimous decision to grant rank advancement for each Scout reviewed. Any non-unanimous decisions by TBOR, will be forwarded to the Troop Committee Chair and/or Troop Chartered Organization Representative for review and decision for what actions will be required. Procedures: 1. The Troop Advancement Chair or the Troop Assistant Advancement Chair will notify the Scoutmaster of any pending rank advancements that will require TBOR, no less than 8 days prior to the scheduled TBOR for which that Scout is eligible for review. The Advancement Chairs will also provide the Scoutmaster with the attendance and camping records for the Scout's ready for TBOR. The cutoff date for advancement completion and submission to the Troop Advancement Chair (to make a monthly TBOR) will be 8 days prior to the next scheduled TBOR. 2. The Scoutmaster will notify the Troop Communications Chair, no less than 6 days prior to a scheduled TBOR, to schedule the TBOR via email and/or phone with the Scout and to the Troop Committee. 3. Troop Advancement Chair or Troop Assistant Advancement Chair will provide the TBOR Chair with the Scouts advancement records for review and signoff, if approved. 4. Scouts appearing before the TBOR for the ranks of Star and Life will present themselves dressed in a minimum of their Class A uniform shirt, but also they should wear as much other BSA uniform that they may own. The Scout should make an honest effort to come prepared for their TBOR, which is a serious meeting with the TBOR review panel. The remaining attire should be clean, neat and the uniform shirt tucked into the pants, include a belt.* Scouts appearing before the TBOR for the rank of Eagle or Eagle palm will present themselves in full Class A uniform, which is defined in BSA Troop 200 as: BSA Class A uniform shirt, Troop 200 neckerchief, BSA green Scout pants or Scout shorts, including a belt, BSA Scout socks. The uniform should be clean, neat, shirt tucked into pants and all patches of rank and Troop position should be appropriate for that Scout's current rank and positions actively held.* *Note: Any Scout family needing financial assistance to obtain the appropriate uniform requirements for TBOR should contact the Scoutmaster, Troop Committee Chair, or Troop Chartered Organization Representative. Resources are available for those who make the need known to us, and we will keep this in strict confidence. No Scout should be limited in their ability to advance, based solely on financial need.
